For the past two decades, there has been serious concern about blood diamond trafficking.  A conflict diamond (also called a blood diamond, converted diamond, hot diamond, or war diamond) is a term used for a diamond mined in a war zone and sold to finance an insurgency, an invading army's war efforts, or a warlord's activity.  The term is used to highlight the negative consequences of the diamond trade in certain areas, or to label an individual diamond as having come from such an area.  Diamonds mined during the recent civil wars in Angola, Cote d'Ivoire, Sierra Leone, and other nations have been given the label.  The term conflict minerals refer to analogous situations involving other gems.[i]

Kimberley Process Certification Scheme

To help prevent the trafficking of blood diamonds from entering the mainstream rough diamond market, The Kimberley Process Certification Scheme (KPCS) was established in 2003 by United Nations General Assembly Resolution 55/56 following recommendations in the Fowler Report. The process was set up "to ensure that diamond purchases were not financing violence by rebel movements and their allies seeking to undermine legitimate governments.[1]

In addition to the KPCS, other measures have been taken to prevent conflict diamonds from entering the United States.  On January 18, 2001, President Bill Clinton issued Executive Order 13194[2] , which prohibited the importation of rough diamonds from Sierra Leone into the United States in accordance with the UN resolutions, and on May 22, 2001, President George W. Bush issued Executive Order 13213[3], which banned rough diamond importation from Liberia into the United States.  Furthermore, the US enacted the Clean Diamond Trade Act (CDTA) on April 25, 2003, and implemented on July 29, 2003 by Executive Order 13312. This piece of legislation implements the KPCS process as a law in the United States[4].
